We have already covered much of the subject in step 3, but here is more tips to you, and some good links:
First: Make up your mind about the layout, which menu to use, what color etc. Use this styl on every pages you have. If you have more than one subject covered on your page, you can of course change style for each subject.
Second: make a sketch of your page. This should be a map over the entire page. Make sure that all (at least almost all) pages can be reached within 3 click by the user. Read why here
Go to Gifworks to get reduces size`s and download time on your .Gif pictures without reducing much quality !. If you have .jpg, you must try the JPG optimizer.
Make some testpages offline (on your computer), and test the pages in 800x600 and with Netscape. If Netscape (4.0 or more) can handle it, almost every other broswer can.
