First what is an pay-to-surf company ?? This is people who gives you an extra adbar to have open whenever you surf/are online. When you have that adbar open, you get paid to whatch their ads. Usually, the adbar is as big as your screensize (just about) and can be "docked" on the top or bottom of your screen. Someone lets you place it whereever you want.
